Govt unveils digital system to track projects

ARUSHA: THE government has launched “e-Delivery,” a real-time digital tracking system designed to monitor state development projects from planning and funding to execution, ensuring alignment with the National Development Vision 2050 (Dira 2050).

Permanent Secretary in the President’s Office, Planning and Investment, Dr Tausi Kida, announced the move yesterday while opening the 2026 National Planners’ Conference in Arusha, saying the system will enable real-time monitoring of projects across the country.

She said the platform will capture information at every stage of a project, allowing the President’s Office, Planning and Investment to work closely with the Ministry of Finance to ensure the release of funds matches implementation progress.

“The National Planning Commission will be responsible for monitoring project implementation at different stages, while information collected through the system will help determine whether implementation is progressing in line with approved plans,” Dr Kida said.

She said the government had also developed guidelines for managing development projects to ensure investments align with the priorities set out in the National Development Vision 2050, popularly known as Dira 2050 and other national development plans.

Dr Kida urged planners to move beyond preparing documents and become active drivers of implementation, coordination and results.

She said integrated planning was critical to achieving Vision 2050 because national, sectoral and local government plans must be aligned with budgeting and implementation processes.

“To achieve this, planners must ensure that development decisions are guided by data, evidence and professional analysis, while digital systems are used to monitor implementation and results in real time,” she said.

The Permanent Secretary also said the government is preparing to strengthen the national planning cadre to equip it for the demands of implementing Dira 2050.

She said delivering the long-term development agenda will require greater discipline in planning and execution, efficient use of resources, stronger information systems and wider adoption of technology.

According to Dr Kida, the National Planning Commission has a statutory responsibility to oversee and coordinate national development planning, making it central to building the capacity needed to manage the entire implementation chain.

“The government intends to work on various areas that will help nurture, strengthen and develop the cadre,” she said. Addressing the conference, Minister of State in the President’s Office for Planning and Investment, Prof Kitila Mkumbo, said local government authorities must transform themselves into centres of economic activity by creating a business-friendly environment that enables producers and investors to expand.

He said councils should see themselves as facilitators of privatesector development by helping farmers, businesses and other producers access markets, generate income and create employment rather than becoming barriers to investment.

“Whatever we do, we must ask ourselves how we can create jobs for young people,” Prof Mkumbo said. He said stronger local economies would not only create employment but also expand councils’ revenue base, enabling them to improve public services.

The minister challenged regional and local authorities to demonstrate tangible results in implementing Dira 2050, including the number of new businesses established and jobs created.

Held under the theme “Delivering Dira 2050: Strengthening Integrated Planning, Execution and Results,” the two-day conference has brought together planners, economists, statisticians, monitoring and evaluation specialists, researchers, academics, government leaders, private-sector representatives and development partners to strengthen the country’s planning and implementation capacity.
